Water-Based Ink Echoes Oil Problems

Rethink has pulled off a rather nice Sagmeister-esque play, with their new posters for the Dogwood Initiative's No Tankers project. By using water-soluble ink, the posters effectively "leak" upon being exposed to water. Hence, a little rain results in a rather unseemly result. On the other hand, I'm left wondering if I've missed something. Isn't banning tankers from BC's waters just a means of diverting a bigger problem? Shouldn't the issue be more one of minimizing our dependency on oil?
